FCC One Step Closer to Ban of Certain Chinese Video Surveillance Cameras and Components

Following the National Defense Authorization Act 2019 (NDAA) Section 889 and the ban of cameras and components made by certain Chinese companies, the FCC is one step closer to a ban on products from Huawei Technologies Co. and four other Chinese electronics companies. This includes surveillance cameras widely used in security integrations for government, schools, hospitals, and other highly sensitive areas, but linked to oppression in western China and which are suggested to be security risks. The FCC’s primary concern is China will force Huawei or ZTE to spy on Americans by secretly planting backdoors into their products. Though there’s no evidence this has happened, the potential exists. 

Hangzhou Hikvision Digital Technology Co. and Dahua Technology Co. were named in an order the Federal Communications Commission adopted in a 4-0 vote on Thursday, July 15, 2021. Also named in the order were telecom giant ZTE Corp. and two-way radio maker Hytera Communications Corp.

What It Means

Should the ban go into effect as expected, here’s what it means for organizations using the banned products and for future integrations. 

  • The order would forbid U.S. sales of specified telecommunications and surveillance equipment from the companies. 
  • FCC said it also may revoke its previous authorization for equipment from the companies
  • Likely to include a transition period for non-conforming equipment. 

 

As the ban is finalized, organizations using the banned technologies will likely have to consider removing banned equipment and only use the NDAA and FCC compliant equipment. Fortunately, there are plenty of video surveillance options on the market that are NDAA-compliant.
